At the start of my incumbency in the second term of my administration i find most significant and exigent the pursuit of e-governance application in the administration and supervision of the local government unit (LGU) of Dinalupihan, Bataan to attain maximum growth and development in all aspects of moving forward such as massive economic upliftment, generally peaceful and orderly situation in the environment, basic delivery of health and social services, educational advancement for our youth and future generations, various infrastructure projects and facilities such as school buildings, farm to market roads, bridges, irrigation canals, water impounding dams, electricity, potable water, communication and many more.

 

The adaption and implementation of modern technology to date is an essential tool for global competitiveness and the anticipated production of output. Computerization in all systems and procedures of management becomes a must to generate additional revenue to sustain the needed fiscal requirement of the government. My vision is to make the municipality of Dinalupihan, Bataan ready for the fast changing environment of competition for a better future, the town and its ever growing population "Dinalupihan Tulung-tulong sa pagsulong!"

LMP General Assembly 2012

Municipalities of the Philippines (LMP) on its 2012 General Assembly launches it's theme"LMP: Layunin ang Matuwid na Pamahalaan at Pagkakaisa 2012 and Beyond" with sub theme "Nagkakaisang Luzon, One Visayas and United Mindanao" sparks a call for reflection, renewal, and re-establishment of LMP as vangards of local and national development. 
The 2012 General Assembly is geared towards moving forward the overarching thrust of enhancing sustainability through innovation and reinvention. It is also an annual organizational management of event by way of making critical decisions on effectiveness and efficiency of the LMP implementinmg the mechanisms, approaches and strategies by which the LMP can affect change. To face the new challenges of governance and effectively work hand in hand with the Aquiano administration and its development partners, LMP must continue to reflect and plan in accordance with the demand and time. 

This years General Assembly aims to scale up in terms of improving local governance systems and take a leadership role in bringing back integrity to local governance processess and institutions. The LMP alligns it self independently to support acceptable and well meaning programs of the national government enhance through cooperation with the private sector and international development organizations that have strong confidence and trust in the LMP.

Dinalupihan - Hit by HABAGAT

On august 6, 2012 at 8:00 o’clock in the morning at the executive hall located at the 2nd floor of the municipal building this municipality intermittent rain with slow morning cold winds prevails in the jurisdiction of the municipality.  It continue to prevail until the next two (2) days august 7-8, 2012 where “HABAGAT” with continuous rains poured strongly causing the whole of the town under water at an average depth of one (1) meter to the three (3) meters.  This is unexpected to everyone and this sad incident as experienced by all the constituents brought forth by mother nature resulted to thousands of affected families in all barangays, damaged to infrastructure projects (public and private) and lost of lives to at least five (5) persons, hereunder identified; namely:

RELIEF OPERATION - "The first remedial measure undertaken" by the LGU

Responding to the extreme urgency as required of the prevailing worst situation brought by “HABAGAT” occurring from August 6-9, 2012, on August 7, 2012 (Tuesday) from 10:00 AM until to date August 14, 2012 Relief Operation was undertaken by the LGU thru the Municipal Disaster Risk Reduction and Management Office (MDRRMO) headed by no less than the Municipal Mayor Joel Jaime P. Payumo. During the height of the disaster simultaneous to the on-going rescue operation transporting of relief goods thru heavy equipments/trucks (6x6 Trucks and Dumptrucks of the Philippine Air Force, Philippine Army, LGU Dinalupihan, Bataan, Provincial Government of Bataan – PDRRMO) proceeded direct to various Evacuation Centers were evacuees stayed for their security and safety. In charge of the relief operation is none other than the Municipal Social Welfare and Development Office headed by the MSWDO Ofelia A. Mendoza, Staff and Day Care Workers.

Rescue Operation Conducted

On the 2nd day of the prevalence of bad weather cause by HABAGAT the Local Chief Executive, Hon. Joel Jaime P. Payumo have officially signaled the conduct of “Rescue Operation” for the severely flooded barangays from Brgy. Naparing down to Brgys. San Simon, Tucop, Pagalanggang, Old San Jose, New San Jose (Sitio Lambingan and Sta. Maria) Sto. Niño, the fourteen poblacion barangays and the hardest hit Brgys. San Isidro, Pentor, Padre Dandan, Mabini Ext., Sta. Isabel, Layac, Daang Bago, San Ramon, San Benito, Magsaysay and Colo.

Manalili, MSWDO Ofelia Mendoza, other staff and employees of the Municipal Government, Punong Barangay Gonzalo Antonio of Brgy. Roosevelt, Dinalupihan, Bataan, Barangay Officials, Brgy. Tanods and NGO’s and other People’s Organizations welcome Senate Pro-Tempore, Jinggoy Ejercito Estrada on August 18, 2012 (Saturday) at 2:00 o’clock in the afternoon at Brgy. Roosevelt, Dinalupihan, Bataan to visit thousand (1000) of affected families during the devastation brought by HABAGAT and subsequently distributed One Thousand food packs (1000).
